Is Base64 encryption?

No. Base64 only changes how bytes are written so they can travel through text-only channels like JSON, email or URLs. Anyone can decode it. Never use it to hide secrets.

When should I use URL-safe Base64?

Use it when the result goes into a URL, filename or JWT. It replaces + and / with - and _ and drops the = padding.

Why is the output bigger than the input?

Base64 writes every 3 bytes as 4 characters, so the output is about 33% larger than the original.
